Separating Assumptions From Evidence
Flooding is often dismissed with simple explanations that do not account for drainage capacity, development, groundwater, maintenance, elevation, wetlands, roads, ponds, culverts, or the way the entire watershed works together.
But rain is not the whole investigation
The amount and intensity of rain matter, but so do the condition, capacity, and design of the systems expected to carry and store it.
Drainage is connected
Water does not stop at a city limit, property line, zoning boundary, or government jurisdiction.
Every report matters
Dates, rainfall totals, coordinates, water depth, duration, photographs, and report numbers help establish patterns.
Common flooding myths

Myth 1: “This is Florida. Flooding is just part of living here.”
Heavy rain may trigger an event, but it does not answer every engineering question. Communities can reduce risk through updated planning, regular maintenance, adequate storage, properly sized culverts, protected flood-storage areas, stronger development review, and well-designed infrastructure projects.
The important question is not only, “How much did it rain?” It is also, “Did the system perform the way it was designed to perform?”
Myth 2: “My home is not in a flood zone, so it cannot flood.”
A property outside a mapped high-risk area may still flood because of:
- Intense localized rainfall
- Blocked or undersized culverts
- Road and driveway elevations
- High groundwater
- Full canals or retention ponds
- Changes in nearby land elevation
- Development runoff
- Drainage-system failures
- Conditions that changed after mapping
Residents should consider the actual flood history of the property, surrounding elevations, drainage conditions, and nearby development in addition to the mapped designation.
Myth 3: “If the ditch was cleaned, the flooding problem is fixed.”
A ditch may be open and still be unable to carry enough water. Flooding may continue when:
- The culvert downstream is too small
- The receiving canal is full
- The outfall is restricted
- The road blocks natural flow
- The system was designed for older conditions
- Additional development increased runoff
- Groundwater prevents water from soaking into the soil
Maintenance and capacity are separate questions. Both must be evaluated.
Myth 4: “A retention pond means development cannot increase flooding.”
A pond may not perform as expected when:
- It is already full before the storm
- Groundwater is unusually high
- The control structure is blocked or damaged
- Sediment has reduced its storage
- The pond was not built as approved
- The emergency overflow route is restricted
- The downstream drainage system is overwhelmed
- Rainfall exceeds the design assumptions
Myth 5: “New development cannot affect an existing neighborhood.”
Proper engineering is intended to prevent harmful impacts. However, questions may arise when:
- Several projects discharge into the same system
- Existing drainage information is outdated
- The project is not constructed as approved
- Maintenance is inadequate
- Nearby elevations are changed
- Wetlands or natural storage areas are reduced
- Downstream capacity is not fully considered
Development should be evaluated as part of the full watershed, not only as an isolated parcel.
Myth 6: “One approved development cannot make a difference.”
This is called a cumulative impact. A system may handle one project but struggle as more land is cleared and more impervious surface is added throughout the same drainage basin.
Watershed-level modeling helps determine whether the combined effect of existing and future development exceeds regional capacity.
Myth 7: “If the drainage plan was approved, it must be working correctly.”
Important records may include:
- Approved drainage plans
- Engineering calculations
- Permits
- Construction inspection records
- As-built drawings
- Final certifications
- Maintenance records
- Complaint histories
- Later modifications
Myth 8: “A photograph is all the evidence residents need.”
Each report should include:
- The exact date
- The beginning, peak, and ending times
- The street address or GPS coordinates
- The measured rainfall
- The maximum water depth
- How long the water remained
- Nearby ditches, culverts, ponds, and canals
- Property and road impacts
- Previous flood dates
- Government complaint or work-order numbers
Myth 9: “Government already knows every location that floods.”
Emergency calls, social media posts, neighborhood conversations, and emails to elected officials may not all be entered into the same drainage database.
Residents should report every event through the appropriate official process and request a complaint, case, service-request, or work-order number.
Myth 10: “If only one house flooded, it is only that homeowner’s problem.”
A single flooded home may reveal an issue involving:
- A blocked culvert
- A changed elevation
- A failed pipe
- An overflowing pond
- A restricted outfall
- Loss of natural storage
- Runoff redirected from another property
The problem should be traced through the connected drainage system rather than dismissed based on the number of homes initially affected.
Myth 11: “Wetlands and wooded areas are wasted land.”
Removing vegetation, adding fill, or covering absorbent land with hard surfaces may reduce natural storage and increase runoff.
Not every wet property is legally classified as a protected wetland, but its drainage and storage function should still be understood before the land is altered.
Myth 12: “Road flooding is only an inconvenience.”
Water may also conceal damaged pavement, washed-out shoulders, open drainage structures, collapsed culverts, and dangerous currents.
Road flooding should be documented with the date, location, depth, duration, closure information, and effect on emergency access.
Myth 13: “Residents should fix public drainage problems themselves.”
Residents may be able to perform limited maintenance on private property, but they should confirm ownership, easements, permits, and legal responsibility before changing a drainage feature.
Public systems and regulated areas should be reported to the responsible agency.
Myth 14: “There is no funding available for flood projects.”
Funding is not automatic. Strong applications may require:
- Documented flood history
- Engineering analysis
- Defined project scope
- Cost estimates
- Property or easement information
- Local government sponsorship
- Evidence of public benefit
- Required matching funds
Better resident documentation can help local governments establish the need for a project and compete for available funding.
Myth 15: “Nothing can be done until a major construction project is funded.”
Immediate or short-term actions may include:
- Inspecting repeat flood locations
- Clearing confirmed blockages
- Repairing damaged pipes and culverts
- Reviewing active construction
- Documenting high-water marks
- Installing temporary water-level monitoring
- Reviewing maintenance schedules
- Protecting remaining flood-storage areas
- Improving road-closure and emergency notifications
- Publishing project and complaint status information
- Beginning watershed-level engineering analysis
Questions that move the conversation forward
Instead of accepting a simple explanation, residents can ask specific, answerable questions.
Questions about the system
- Where is the water supposed to flow?
- Who owns and maintains the drainage system?
- When was it last inspected?
- When was it last cleaned or repaired?
- What is the designed capacity?
- What is the downstream restriction?
- Is the system open but undersized?
Questions about planning
- How old is the drainage study?
- Does the model include current development?
- Does it include future buildout?
- Were actual resident flood locations included?
- Was the system built according to approved plans?
- What permanent project is recommended?
- What funding is being pursued?
How residents can strengthen the public record

Report every event.
Do not assume a previous report automatically documents the next flood. -
Record the date, time, and location.
Include an address, nearby intersection, and GPS coordinates when possible. -
Measure rainfall and water depth.
Measurements are more useful than estimates when they can be collected safely. -
Photograph the full drainage area.
Include roads, culverts, ditches, ponds, canals, high-water marks, and the direction water appears to move. -
Request a tracking number.
Save the complaint, case, service-request, or work-order number. -
Keep following up.
Ask what was inspected, what was found, who is responsible, and what action will happen next.
The bottom line
Flooding problems are not solved by myths, assumptions, or one-sentence explanations. They are solved by tracing the water, inspecting the infrastructure, reviewing the records, updating the engineering, and documenting what residents experience.
Ask where the water came from. Ask where it was supposed to go. Ask what prevented it from getting there. Then ask what will be done before the next storm.
