Families Need Relief Before the Next Storm

North Brevard needs an emergency drainage response, stronger development oversight, functioning stormwater infrastructure and a long-term plan that protects existing neighborhoods before more water is sent downstream.

This cannot be treated as normal. Families are seeing streets, yards, septic systems, garages and homes threatened by rainfall that should be manageable. Some residents are flooding after ordinary summer storms. A tropical storm or hurricane could turn an already serious problem into a disaster.

Flooding is not just a weather problem

North Brevard is flat, surrounded by wetlands and waterways, affected by a high groundwater table and dependent on connected ponds, swales, culverts, canals, pipes and outfalls to move and store stormwater.

Rain may trigger the flooding, but the severity can be affected by development, filled land, lost wetlands, blocked drainage paths, undersized infrastructure, poorly maintained ponds, aging systems and plans that no longer reflect present-day conditions.

When a neighborhood floods during relatively small rain events, government should not wait for a hurricane to prove that the drainage system is failing.

Long-term construction will take time. Investigation, inspections, maintenance and emergency planning should not.

Independently inspect the complete drainage system serving repeat-flood neighborhoods, including upstream and downstream connections.

Determine whether ponds have lost storage capacity, have blocked structures, damaged berms, excessive vegetation or other failures.

Compare plans to construction

Compare approved engineering plans, drainage calculations and permits against what was actually built and how the system now performs.

Prepare before landfall

Pre-position pumps, clear known chokepoints, identify emergency outfalls and establish direct communication with vulnerable neighborhoods.

Looking at one ditch, pond or development in isolation can miss how water moves across an entire watershed.

1. Heavy rainfall A large amount of water enters the drainage system in a short period.
2. Saturated ground A high water table leaves less room for rainfall to soak into the soil.
3. More runoff Roofs, roads, parking lots, compacted fill and cleared land move water faster.
4. Reduced storage Filled wetlands and sediment-filled ponds may leave less space to hold stormwater.
5. Blocked pathways Vegetation, sediment, debris or damaged structures can restrict water movement.
6. Undersized systems Older pipes, culverts and canals may not match current development or runoff.
7. Downstream limits High canal, river or lagoon levels can slow the release of stormwater.
8. Neighborhood flooding Water backs up into streets, yards, septic systems, garages and homes.
Stop making the problem worse

A temporary, targeted development pause

Temporarily pause certain approvals in the most flood-impacted drainage basins

Brevard County should evaluate a legally defensible, temporary and geographically targeted moratorium on development approvals that could materially increase stormwater runoff into the hardest-hit areas.

This should not be an indefinite countywide ban. It should be a limited emergency measure tied to specific drainage basins, defined engineering work and a public completion schedule.

  • Identify the drainage basins contributing to repeat-flood neighborhoods.
  • Determine whether existing systems have enough remaining capacity.
  • Model runoff under current development and future buildout conditions.
  • Review whether pending projects would increase peak flow or flood elevation.
  • Establish clear conditions and a deadline for lifting the pause.
  • Allow necessary public safety, repair and flood-reduction projects to proceed.
Existing families should not be forced to absorb additional flood risk while government is still trying to determine why their neighborhood is already flooding.

The audit must examine the entire connected system, not stop at city, county, agency or subdivision boundaries.

Retention and detention ponds Available storage, sediment, vegetation, side slopes, berms, control structures and emergency overflow paths. A pond cannot protect nearby homes if storage has been lost or water cannot enter and exit as designed.
Culverts and pipes Size, elevation, blockages, deterioration, collapsed sections, inlet condition and downstream connection. One undersized or obstructed culvert can back water into an entire street or neighborhood.
Roadside swales and ditches Grade, sediment, driveway crossings, mowing, erosion and whether water can flow continuously. Small elevation changes, filled sections or poorly installed driveway pipes can interrupt drainage.
Canals and outfalls Sediment, vegetation, bank failures, tide limitations, control structures and legal maintenance access. Neighborhood systems cannot drain when the downstream outlet is restricted or already full.
Development drainage systems Approved design, constructed elevations, pond volume, flow paths, discharge rate and maintenance history. The system in the field must match the system used to justify the development approval.
Wetlands and natural storage Alterations, fill, disconnected flow paths, invasive vegetation and potential restoration opportunities. Wetlands and low areas can hold and slow stormwater before it reaches homes and infrastructure.

Perform a post-construction verification review

In the drainage basins contributing to repeat flooding, engineers should review subdivision plans, site plans, drainage calculations, permits, inspection records and as-built drawings.

The purpose is not to assume wrongdoing. The purpose is to verify whether the constructed system matches the approved system and whether the assumptions used during approval remain accurate.

  • Was the development built at the approved elevations?
  • Do the constructed ponds provide the required storage volume?
  • Are berms, swales, control structures and overflow paths present?
  • Do as-built drawings match current field conditions?
  • Were drainage easements preserved and kept accessible?
  • Are privately maintained systems receiving required maintenance?
  • Is discharge occurring at the approved location and rate?
  • Did development redirect water toward an existing neighborhood?

Survey pond bottoms and compare current storage capacity with the approved design. Sediment accumulation can reduce the amount of water a pond can hold.

Wetlands, floodplains and undeveloped low areas can store and slow stormwater. Once filled or disconnected, that water must go somewhere else.

  • Restore altered wetlands where restoration provides measurable benefit.
  • Reconnect blocked natural flow paths when legally and environmentally appropriate.

Evaluate strategic EEL acquisitions

Brevard County’s Environmentally Endangered Lands Program should evaluate willing-seller properties that have significant conservation value and could also preserve wetlands, groundwater recharge or natural flood storage.

Any purchase must follow the EEL Program’s voter-approved purpose, acquisition criteria, public process and willing-seller requirements. Flood protection can be an additional public benefit where a property independently qualifies for conservation.

Consider separate flood-storage acquisition tools

Not every property needed for a drainage corridor, regional pond or flood storage project will qualify for EEL acquisition. Brevard County should also evaluate other lawful funding sources for voluntary acquisition, easements, restoration and stormwater infrastructure.

Bring outside dollars home

Compete aggressively for state and federal funding

North Brevard taxpayers already send money to Tallahassee and Washington. The county should build grant-ready projects and compete to bring those dollars back for flood protection.

State funding

Resilient Florida Program

The Florida Department of Environmental Protection provides resilience funding to eligible counties, municipalities, special districts and regional entities for qualifying flood analysis, adaptation and mitigation projects.

The 2026 application period for implementation projects runs from July 1 through September 1, 2026. Brevard County and local governments should identify eligible projects, complete required documentation and submit competitive applications.

Post-disaster funding

Hazard Mitigation Grant Program

FEMA’s Hazard Mitigation Grant Program is administered in Florida by the Florida Division of Emergency Management following qualifying major disaster declarations.

Eligible projects may include long-term flood-control and drainage improvements. Projects should be placed on the county’s Local Mitigation Strategy priority list before funding becomes available.

FEMA’s Flood Mitigation Assistance Program is administered through the Florida Division of Emergency Management and focuses on projects that reduce or eliminate flood risk to eligible properties and communities.

Local governments should evaluate repetitive-loss properties, elevations, voluntary acquisitions and other eligible mitigation measures.

Regional partnerships

Water management and agency partnerships

Brevard County should pursue appropriate partnerships with the St. Johns River Water Management District, Florida Department of Transportation, municipalities, state agencies and federal programs.

Regional projects are especially important when water crosses jurisdictional boundaries or when a state road, canal, wetland system or regional outfall affects neighborhood drainage.

A grant application cannot begin with a vague complaint

Competitive applications need engineering, flood documentation, estimated benefits, cost information, project readiness and a clearly identified public asset or project area.

That is why the drainage audit, resident flood map, watershed modeling and project-priority list are so important. They turn repeated flooding from an anecdote into a documented, fundable infrastructure need.

Build one coordinated North Brevard flood model

County and city boundaries do not stop water. A meaningful stormwater plan should examine connected watersheds across unincorporated Brevard, Titusville, Cocoa and nearby state-managed infrastructure.

  • Include current development and future buildout scenarios.
  • Model the cumulative effect of multiple developments.
  • Examine river, canal, lagoon and high-water outfall limitations.
  • Identify locations for regional ponds and additional storage.

The bottom line

North Brevard does not need another round of officials saying flooding is complicated and then moving on. It needs an organized response that follows the water, inspects the infrastructure, verifies development compliance, restores storage and produces projects that are ready for funding.

Families cannot wait years for relief. Some major infrastructure projects will take time, but inspections, emergency maintenance, drainage audits, public reporting, grant applications and pre-storm preparations can begin now.

Every pond inspected, every blocked culvert cleared, every drainage plan verified and every grant dollar secured moves another neighborhood closer to staying dry during the next storm.
